Radford board approves $404,591 special education plan for 2025–26

The Radford City Schools Board approved its special education annual plan for the 2025–26 school year, accepting a federal allocation of $404,591 to fund positions, contracted services and instructional materials.
Mister Hill, who presented the plan, told the board the allocation will pay a portion of staffing costs and related services. “The totals there, $404,591. As you can see, $353,614 is used for salaries,” Hill said, and he provided school-level staffing equivalents including 1.87 teachers at McCarty Elementary, 0.6 at Bell Heath, 1.79 at Radford High School and a 0.67 paraprofessional at McCarrie Elementary paid in part from the grant.
Hill said the division uses remaining funds for professional development, contracted related services (occupational/physical therapy, vision/hearing), instructional materials, and a required set-aside for eligible private- or home-schooled students; preschool special education funding of $13,000 was listed separately.
In discussion board members asked about service delivery for home-schooled students; Hill said services vary by individual and may include in-district appointments, visits to daycares or service plans tailored with families. The transcript shows the division reported 257 students with IEPs in-district and 107 out-of-district students, for a total of 364 students receiving special education services.
A motion to approve the special education annual plan was moved and the board approved it by voice vote.
