District reissues RFP for student health and education building after no bids; proposals due March 26

District operations staff and the architect updated the school board March 10 on the student health and education building project at Southampton High School, saying the district reissued a request for proposals after receiving no bids during an earlier solicitation.
Operations staff said the project initially had a very different local budget figure and that an early contractor estimate returned last year showed a cost of $75,050,000. The division then reorganized its procurement approach and issued an RFP that will remain open until March 26. Presenters said the RFP allows contractors to bid on portions of the work (for example, metal building supply, mechanical/electrical or trade packages) or to propose a full-build option; the RFP sets a maximum timeline of 116 days from notice to proceed to substantial completion but also allows faster completion if offered.
Officials said the total project budget submitted in proposals must include site work, foundations and slabs, electrical, plumbing, HVAC, permits, architecture and engineering fees, legal fees, and equipment and outfitting so the building is not delivered as a shell but with health and fitness equipment and classroom lab systems in place.
Staff and the architect said the lack of interest from general contractors on the first solicitation reflected market preferences for particular building systems and contracting models: some contractors prefer metal buildings, others wood. The revised RFP is intended to broaden options and allow the district to assemble contractor teams that can deliver the project. Presenters said the division has already received significant contractor interest and phone inquiries since the RFP was posted.
The board did not take formal action on the RFP at the meeting and asked no substantive follow-up questions during the presentation.
