Commissioners approve appointments, contracts and a large slate of resolutions

At its Jan. 14 meeting the Somerset County Board of Commissioners approved appointments to county boards, named a Public Agency Compliance Officer, and adopted a broad set of resolutions covering contracts, grants and budget items.
The Somerset County Board of Commissioners on Jan. 14 approved a package of appointments, contracts, grant-authorizations and budget certifications across multiple county departments.
Appointments approved included two Park Commission memberships (appointment R-25-169: Jeff Wright to a full term and Joseph Filo to an unexpired term) and an appointment to the Office on Aging advisory council (R-25-170: Constance Pizarro). The board also approved the minutes of the Dec. 17, 2024 meeting with an abstention noted from one deputy director who said they were absent on that date.
The board adopted a group of resolutions (voted by roll call) that authorize everything from novation agreements and professional service contracts to grant applications and certification of funds. Notable items approved or acted on in the meeting record include:
- R-25-103: Authorization to sign the Somerset County Recreation and Open Space Inventory (required for Green Acres grant applications). - R-25-104 through R-25-109: Authorizations and memoranda of understanding supporting Green Acres Park Development and Stewardship grant applications and a local recreation improvement grant (see separate coverage of park projects). - R-25-111: Authorization to apply for and accept a County Innovation Program grant through the New Jersey Department of Human Services Division of Mental Health and Addiction Services for up to $113,009.60 to support community police alliance work. - R-25-117: Award of contract to Election Systems & Software LLC for election goods, warranty, license and maintenance, total not to exceed $302,536.23. - R-25-118: Professional services contract to Van Cleef Engineering for operations at the Neshanic Valley Golf Course wastewater treatment plant, total not to exceed $22,920. - Multiple contract awards for generator maintenance, elevator services, parts and repair vendors, snow plowing services, software maintenance and 911-related services with specified not-to-exceed amounts as recorded in the resolutions.
The board also approved certification of funds for previously awarded contracts for the Somerset County Jail, the Richard J. Hughes Justice Complex (Richard Hall) health services and other vendor contracts, as recorded in numerous resolutions on the agenda. A rescission and re-award related to an elevator contract and adjustments to financial certifications were also recorded.
During the public-comment period, one digital commenter (Harry Boslager) criticized the county sheriff’s handling of an unspecified “crooked money system”; no other public commentators addressed the resolutions.
Clerks recorded roll-call votes on grouped blocks of resolutions; the meeting record shows commissioners voting in the affirmative as part of those roll calls. The board adjourned after closing the public comment period.
