Board approves exterior‑repair contract for Dinwiddie Elementary after vendor renegotiation

Facilities presenter Mr. Walters told the board the original low bid was $522,000 but the contractor later said it could not perform the work at that price and proposed roughly $1.0 million. Walters said staff consulted the division’s attorney and the Virginia Public Procurement Act and sought written consideration from the contractor before proceeding. "This increase was 100% of 576,000," Walters said of the difference; he told the board the contractor agreed to do the job for about $1,000,089 and provided written consideration that the attorney judged fair.
The work covers masonry, concrete and decorative wooden elements on the façade—described by staff as original Works Progress Administration features—and addresses water infiltration that is compromising the building’s structure. Walters said the contractor, PBI Environmental, can begin work June 2 and complete the repairs on the proposed schedule.
Board members asked whether PBI Environmental has previously worked for the division and how the division will avoid later change orders. Walters said the company had not done prior work for the division but that the company president took responsibility for the bidding error and provided the written consideration. Procurement manager Brenda Austin and staff member Ms. Fleming participated in negotiations, Walters said.
A board member moved and the board seconded the motion to accept staff’s recommendation to proceed; the motion carried with no recorded abstentions.
