Board approves Virginia Center for Inclusive Communities contract amid local concerns about language and past controversy

The Powhatan school board voted unanimously to approve a contract with the Virginia Center for Inclusive Communities (VCIC) to provide leadership consultation and coaching focused on school leadership and school climate. Staff said VCIC’s work this year is narrowly scoped to support principals and assistant principals as they lead inclusion and belonging work in their schools and that the organization provided a modest grant that reduced the district’s cost to $500 for the engagement.

Several board members and members of the public raised concerns about the organization’s name and history and asked whether VCIC’s materials or approach could introduce controversy into classrooms or school operations. Board members asked staff whether the program could be individualized to reflect local values and whether contract language could avoid polarizing terminology; staff replied the district worked with VCIC to tailor the plan and said they would adjust language from “diversity and inclusion” to “sense of belonging” where appropriate.

Supporters noted prior workshops went without incident and that the contract’s focus on building leadership capacity in principals and assistant principals could help reduce behavior incidents and improve school climate. The board voted 5‑0 to approve the engagement; staff said the program will proceed under the locally defined scope, principals will participate, and staff will monitor feedback.
