Staff clarifies police-station bond language: council-directed site still targeted while land purchase is negotiated

City staff updated the council April 15 on the proposed police-station bond language and the status of a potential site on the southeast corner of Meyer and State Highway 146. Staff said council previously directed them to craft bond language broad enough to include land acquisition; because the city did not yet own the target parcel at the time the ordinance was drafted, the ballot language could not name a specific property.
City Manager Sean said staff is negotiating with the property owner and intends, if the bond proposition passes, to finalize an acquisition contract or earnest-money agreement to secure the site. Council members expressed frustration that earlier public comments had interpreted the January 23 direction as an inevitable site designation; staff clarified that the January motion provided direction to work with bond counsel and draft proposition language and did not itself authorize an acquisition. Staff said it will return any land contract for formal council approval and noted that a future council could revisit site selection if it votes differently after an election.
