Proponents said other nearby cities fly flags on major corridors and that Seabrook should match them; one councilmember offered that he has about 55 donated flags purchased for a previous Main Street project and asked whether those could be repurposed.
Staff cautioned that TxDOT approval is required for flags placed in TxDOT right-of-way and said staff would verify any restrictions. Councilmembers asked staff to identify installation and long-term maintenance costs — estimates discussed in the meeting ranged from about $85–$90 per flagpole installation for the type used on Main Street to lower-cost options, and one speaker noted a 60-foot-by-30-foot ceremonial flag with a pole cost of about $20,000 to fly. Members asked public works to calculate how many poles would be needed, whether donated flags could be used and where funding could be found in the budget.
No motion was taken; staff was asked to confirm TxDOT requirements and produce budget estimates for flag hardware, installation, replacement and maintenance.
