Seabrook council approves generators, annexation, park purchase and backs HB4538; license agreement vote rescinded

Seabrook City Council on April 15 approved several routine and grant-funded actions, including two Hazard Mitigation Grant Program (HMGP) generator purchases with required local matches, an annexation ordinance, a park land acquisition and a resolution expressing support for House Bill 4538. Council also delayed final action on a license agreement with Pasadena Farmers Market DBA; a motion to rescind approval of that license agreement was passed.
The most immediate budgetary approvals were two HMGP-funded generator contracts tied to federal grants that pay 90 percent of costs. The council awarded a contract for a new emergency operations center generator to McDonald Municipal and Industrial for an amount not to exceed $151,269, with a stated local obligation of $15,126.90. The council also awarded a fire station generator contract to Texan Municipal and Industrial LLC for an amount not to exceed $117,167, with a stated local obligation of $11,716.70. Both contracts were described in the meeting as part of previously approved HMGP grants that carry a 10 percent local match requirement.
Council also approved the reading and adoption of an ordinance (recorded on the agenda as 2025 - O, annexation) concerning additional property of the Porter Houston Authority pursuant to Amendment No. 3 of a memorandum of settlement agreement. The item passed on voice vote with the meeting record noting the vote was unanimous.
On parks, council approved Resolution 2025-09 authorizing acquisition of property for park use in the amount of $81,592 and authorizing the city manager to expend funds and execute associated documents. The council later approved Resolution 2025-10 expressing support for HB4538 (described during the meeting as a bill addressing derelict boats).
On a separate item, the license agreement between the city and Pasadena Farmers Market DBA (agenda item 6.7) was put forward for discussion and a motion to approve was made but later rescinded; staff said they will continue to work with the market operators to refine terms and return with options. The council directed staff to continue negotiations and to consider a short-term special-events permit (for example, to use Metter Park) while staff and the market work through logistics including restroom needs, fees and utilities.
According to the meeting record, motions approving the listed items were seconded and recorded as unanimous. The meeting did not include roll-call vote lists for each member; minutes recorded “unanimous” outcomes for several votes and later referenced a 7–0 vote in relation to bond language discussion.
