Mister Whitburn (filling in for a staff member) told the council the incentive agreement had been approved by the SeedMDD board of directors on April 14. The planned rehabilitation covers 36 two‑bedroom, two‑bath units and uses the same per‑unit incentive structure the city has employed on prior apartment renovations, with varying dollar amounts by unit size.
Council members asked about the developer’s location and timeline. Staff said the developer is based in Salina, Texas, and the purchase was expected to close imminently; the property is currently vacant and the developer planned exterior and curb‑appeal work first, then interior unit renovations. Staff said the developer hoped to finish in about a year, subject to normal construction delays.
A motion to authorize funding for the incentive agreement passed by voice vote with no recorded opposition.
