Eagle Pass, Texas — The City of Eagle Pass Planning and Zoning Commission on Feb. 27 approved a master plan amendment and a final plat for Lot 2 of the Eagle Pass Port of Entry Industrial Park, a roughly 10–14 acre industrial parcel near International Bridge 2.
The action implements a staff recommendation that the commission grant the master plan amendment for the Eagle Pass Port of Entry Industrial Park and approve Lot 2’s final plat while granting a subdivision variance to allow the developer to proceed directly to final plat without preliminary approval. "The recommendation from our department is that the planning and zoning commission grant the master plan amendment of Eagle Pass Port Of Entry Industrial Park, consisting of approximately 14 acres, subject to the plan to comply with the provisions of City of Eagle Pass Code of Ordinances, chapter 23, section 23-13.1," a community development staff member told commissioners.
Why it matters: Lot 2 sits off Industrial Spur 2 near Loop 480, abuts a railroad on the rear boundary and is close to the city’s international bridge infrastructure; approving the amendment and plat clears a procedural path for industrial development at a site tied to cross‑border freight and logistics activity.
What the commission approved: Staff had corrected earlier, inconsistent acreage figures in the packet and presented the site plan and plat drawings. The commission approved (1) a master plan amendment for the Eagle Pass Port Of Entry Industrial Park (listed by staff as about 14 acres in the master plan memo) subject to compliance with Chapter 23, Section 23-13.1 of the City code; and (2) final approval of Lot 2 and a subdivision variance from Section 23-36(a) permitting the applicant to skip preliminary‑plat approval and go directly to final plat, subject to final plat conformity with Article 3 of Chapter 23 procedures and specifications. The applicant/developer was identified in the meeting materials as Paco Mondragon.
Staff and commissioners said utilities and access (Industrial Spur 2/Industrial Boulevard) were in place and were part of the justification for the variance. Commissioners made the motions and votes on the items and the record shows the commission approved both items by unanimous voice vote of members present.
Next steps: The approvals carry standard conditions that the plats comply with the City of Eagle Pass subdivision requirements in Chapter 23. Recording, final engineering sign‑offs and any required off‑site improvements remain as conditions before development can proceed.
Votes at a glance: Master plan amendment — outcome: approved; final plat + subdivision variance (to proceed directly to final plat per Sec. 23-36(a)) — outcome: approved. Vote tallies were recorded by voice as unanimous among commissioners present.
