Eagle Pass MPO board adopts goals, mission and vision to guide long-range transportation planning

The Eagle Pass Metropolitan Planning Organization on Wednesday approved a set of five goals, plus a mission and vision statement, intended to guide regional transportation planning and the upcoming Metropolitan Transportation Plan.
Placido Mera, City of Eagle Pass MPO director, presented the board with the draft goals and the proposed vision and mission statements and asked the board to approve them for incorporation into the MTP. "A safe, connected, sustainable, multimodal transportation network that supports regional prosperity, environmental health, and quality of life" was presented as the vision. The proposed mission was "to plan and coordinate regional transportation strategies that enhance safety while meeting mobility, accessibility, and sustainability needs through inclusive data-driven decision making."
The board approved the proposal after a motion from Sarah Cook, who made the motion to approve the recommended text, and a second by Councilman Elias Diaz. "I make a motion to approve what was recommended or what was suggested to us," Cook said. The chair called for a vote; members signaled assent and the chair announced the motion passed.
Nut graf: The approved goals and statements are intended to frame how the MPO develops its long-range Metropolitan Transportation Plan (MTP) and prioritizes projects. The board listed five headline goals: improve transportation safety, security and emergency response; sustain and maintain transportation infrastructure; improve efficiency and reduce congestion; support economic development, freight movement and tourism; and develop a connected, equitable, multimodal network.
Board members and staff said the statements reflect prior technical-advisory feedback and Federal Highway Administration examples used in drafting. Mera told the board the goals and statements had been reviewed by the MPO technical advisory committee and received input from TxDOT and FHWA representatives during the drafting process.
The approval is procedural: the board instructed staff to incorporate the adopted language into the MTP and future project-selection documents. No additional policy changes or budget approvals were made as part of this vote.
Ending: The MPO director said the statements will be used in prioritizing projects and that the MPO will bring subsequent plan elements back to the technical advisory committee and board for final adoption as required by state and federal review processes.
