Smithville to add intersection overlay as Bridge Street streetscape proceeds

Myra, a city staff member, told the work session, “Most of the underground work has been completed. Most of the concrete work has been completed as well. We … anticipate this project should be done during the spring.” She said the bridge fence is expected to arrive in February and light poles should arrive in late January or early February, but the street overlay must wait until asphalt plants reopen around March.
The intersection just north of the project area is about 6,000 square feet; the contractor quoted $26,000 to overlay it. Myra said the overall streetscape is a federally funded project and the city will pay 20 percent of the overlay cost; the transcript record contained an unclear dollar figure for the city’s 20 percent share and did not specify a final city-dollar amount.
Staff noted the project contract includes an $80,000 allowance for additional work and that about half of that allowance has been used so far for extra curb, concrete and driveway improvements. Myra said using the allowance would not change the original contract amount.
Councilmembers discussed whether to do the overlay now or wait until the roundabout project listed in the city’s Capital Improvement Plan for 2027–2028. A councilmember said, “My vote is to do it,” and other members indicated support to proceed while the contractor is already on site. One councilmember asked whether a budget amendment would be required; staff said no amendment is necessary because the work can be covered from the contract allowance.
Contractor progress, residents’ comments and downtown access were also discussed. Myra and other speakers said Mega KC, the contractor on the streetscape, has made significant progress and that businesses and a nearby church have accommodated the work. Sidewalk access and temporary parking arrangements were described as in place and staff said the contractor has been responsive to requests.
Staff presented two implementation options: proceed now using the allowance and federal funding with the city paying 20 percent, or wait for the CIP roundabout schedule in 2027–2028. Councilmembers gave direction to proceed with the overlay now and to use existing contract funds rather than wait for the roundabout.
The city will proceed with the additional overlay work as directed by councilmembers and continue the streetscape schedule; staff said the full streetscape project is expected to be finished in the spring.
