Carol Spencer read from a blog post she said was titled "Honoring God and Country," saying the council’s special meetings should begin with prayer and the pledges. "I call on mayor pro tem John Kirkland and city manager Sylvia Carrillo to immediately add an invocation and pledges to The US flag and Texas flag to all city council meeting agendas," Spencer said during the citizen‑comment period.
Carl Reese, who identified himself and gave his address, cited the city’s rules and procedures and pointed to page 14, item 4.2, which states the council shall recite the pledges of allegiance to the U.S. and Texas flags. Reese asked why the pledges were not recited at the meeting and raised the procedural question to council.
The comments were part of the citizen‑comment period and no council action or formal response adopting a change to the agenda template was recorded during the meeting.
