Commission approves Mossy Oaks final plat to create three lots; residents voice concerns about nearby development practices

The Smithville Planning and Zoning Commission voted 7-0 to approve a single-phase final plat for Mossy Oaks Subdivision that creates three lots of roughly 10 acres each and meets AR district standards, staff said.

Jack (planning staff) told the commission the final plat and staff report were provided as evidence in the public hearing. He said the surveyor submitted a final plat version the day of the meeting that resolved the items noted in the staff report and that the plat met minimum standards for AR districts.

Tanya Palmer (resident, 14702 Shamrock Way) spoke during the public hearing and said her neighborhood backs up to the property and that she has experienced property damage and drainage issues she attributes to nearby commercial construction. She also complained about stored boats, trailers and debris near a nearby strip center; the chair cautioned her to keep remarks to the Mossy Oaks item. Another speaker related concerns about distance between a strip mall and privacy landscaping.

Commissioners moved and seconded approval; roll-call recorded: Wallace — aye; Rob — aye; Alderman Wilson — aye; Chevalier — aye; Billy — aye; Mayor Bole — aye; Terry — aye. The commission noted the item will not appear on the Board of Aldermen's agenda next week; it will follow the ordinance first- and second‑reading schedule and likely appear as a resolution at a later board meeting (the commission said staff would confirm the date, possibly March 4).

Why it matters: The final plat creates three buildable lots under AR zoning; nearby residents raised concerns about prior site work and drainage that they said affect property values and privacy.
