Bastrop approves Old Iron Bridge rehabilitation contract; construction inspection contract also approved

The Bastrop City Council on Aug. 29 approved Resolution R2025‑82 awarding a construction contract for the Old Iron Bridge rehabilitation to the lowest responsible bidder and later approved a construction quality assurance contract for inspection services.
Miss Wick, presenting the item, said the city received four bids and Hewitt Zollars — the city’s design and construction‑phase consultant — recommended awarding the construction contract to Jay Reeves Contractors. The contract was presented with a not‑to‑exceed limit that includes a roughly 25% contingency; staff said the underlying construction cost was about $8 million with the contingency bringing the not‑to‑exceed envelope to about $10 million and that funding will come from certificate of obligation bond proceeds.
"The scope of the work, it's gonna be a full rehab of the bridal, including the concrete deck, steel truss components, installation of railing, and decorative lights," Miss Wick said. She told council the contractor must complete required submittals during a roughly two‑month period before mobilization; once mobilized the contract allows 396 days for construction, putting expected substantial completion in late third quarter 2026.
Council members asked about staging and public access. Miss Wick said portions of the bridge work will be covered during sandblasting and similar activities and that the pedestrian path under the bridge is expected to be closed for about a week during mobilization but remain open for the duration of the project where safe. The contract calls for new railing to replace the existing chain‑link barrier and decorative lighting along the south side.
Councilperson Meyer moved to approve the construction contract and Councilperson Lee seconded; the motion passed unanimously. The council then approved Resolution R2025‑86 to retain Dial Development Services LTD for construction inspection and quality assurance at a not‑to‑exceed amount of $60,480; that motion was moved by Councilperson Plunkett and seconded by Councilperson Meyer and also passed unanimously.
No schedule changes beyond the stated mobilization and 396‑day construction window were adopted at the meeting.
