The Smithville Planning and Zoning Commission voted unanimously to recommend rezoning parcels at Second Creek Bridge Road and Lohman Road from R‑1B to AR, a change staff said returns the property to its prior, larger-tract agricultural designation.
The vote was 7-0 after a public hearing that included residents raising procedural and land-use concerns. Jack (planning staff) offered the staff report and said the draft findings of fact and staff recommendation were in the meeting packet and would be considered during the commission's discussion. James Brown (resident) asked whether the applicant was the property owner or only representing the owner, saying previous applications had led to legal challenges. Christine Bunch (resident, 402 Forest Terrace) cautioned the commission that AR zoning allows uses beyond single-family homes, including animal husbandry and event centers, and urged commissioners to consider residents' concerns and recorded seller disclosures.
Jack told the commission the proposal largely returns the site to its earlier A‑1/agricultural configuration and that allowed uses are appropriate for the area under AR zoning. The commission chair said the rezoning will be presented to the Board of Aldermen for first reading at next Thursday's meeting at 7 p.m. The staff report and proposed findings of fact were entered as evidence during the public hearing and will accompany the measure to the board.
