The ceremony and business occurred at a regular MEDC meeting; Mayor Dan Davis presided over the swearing-in and praised the new and returning members for their work establishing the board’s foundation. "We appreciate each and every one of you, and we're excited for the new additions to the board," Mayor Dan Davis said as he administered the oath.
A city staff member gave a 20-minute overview of the Texas open meetings and public information rules that apply to MEDC, emphasizing electronic communications and document retention. Bobby, a city staff member, told board members, "You're now a public official for the new guys ... you no longer have the freedom to meet with these folks up here to talk about business that comes before this board except in a properly posted meeting," and warned that electronic chains of messages can create an unlawful quorum.
Board members were told they must post agendas 72 hours before meetings and were encouraged to use city-issued email addresses for official business so records can be retrieved centrally. The staff presentation also noted that open records requests can reach handwritten notes, personal emails, text messages and social-media messages when those communications concern MEDC business.
During executive-session follow-up, the board considered project application 2025-02 from Grease Monkey Manvel for economic development incentives. After resuming open session, a motion to table the Grease Monkey application passed 7-0; no final incentive award or terms were adopted.
Board members also nominated and elected officers for the coming term. Jason Black was nominated and elected president, Chris Durette was elected vice president and Derek Dalmalin was elected secretary; the motion carried 7-0. The consent agenda, with one item removed for separate consideration, passed 7-0. The meeting adjourned after a final procedural motion that also passed 7-0.
