Manvel City Council certifies May 3 election, administers oath to Carmen Roby Robinson and orders runoff for Place 6

The Manvel City Council on May 13 unanimously approved Resolution 2025-R-10 canvassing the returns of the May 3, 2025, general election, issued a certificate of election and administered the oath of office to Carmen Roby Robinson for Council Place 4, and approved Ordinance 2025-O-19 ordering a runoff for Council Place 6.
Tammy, the city official who introduced the items, told the council that the ordinance ordering the runoff will use a joint contract with the county and that the county will conduct the election. Tammy said, “So this 1 is the ordinance to order the runoff election. It'll go through our joint contract with the county, so the county will actually conduct the election.” She added that, because there will be only one polling location, the location will be the annex for both early voting and election day.
Councilman Perry moved to approve Resolution 2025-R-10, Councilman Hudson seconded, and the motion passed unanimously (7–0). The council then issued the certificate of election and Mayor administered the oath to Carmen Roby Robinson. Robinson repeated the oath aloud during the proceeding and signed the certificate before returning it to Tammy.
On the runoff ordinance, council members asked about costs. Tammy told the council the city will incur staff time and leased voting machines but that the final cost will not be known until after the election, saying staff “won't have that cost until after the election.” Councilwoman Roby Robinson moved to approve Ordinance 2025-O-19; Councilman Bonner seconded and council passed the ordinance unanimously (7–0).
The runoff will be administered by the county under the existing joint contract and will use a single polling location at the annex for both early voting and Election Day, according to Tammy. The city did not provide a specific dollar estimate; Tammy said staffing and machine lease costs will be calculated after the election.
The council also discussed coordinating a celebration for outgoing members, with timing to be determined in June or early July. The canvass, oath and runoff order complete the council's formal post-election steps following the May 3 general election.
