Council pauses Summit/Montesano work after intense short-duration storm caused localized flooding

After heavy, concentrated rainfall in the Summit/Montesano area on May 2–3, the City of Huntsville placed a stop-work order on construction in the development to complete stormwater controls and prevent further downstream flooding.
Shane Davis, Director of Urban Economic Development, told the council the area experienced about 0.8 inch of rainfall within roughly 25 minutes at the nearby gauge and that a local stream gauge on Dallas Branch rose from a normal pool of about 3.4 feet to nearly 6 feet within 30 minutes, indicating rapid runoff rather than infiltration. “So it was a hundred-year storm event for that area of our city in a very short amount of time,” Davis said.
Davis said retention berms and detention features that will manage stormwater runoff were under construction but not completed when the intense rain occurred. City engineers visited the site Monday after the event and issued a stop-work order until the drainage and berm systems are completed; he reported the berm work was about 60% complete and expected to be finished by early next week, at which point the city will inspect the work.
“Those berms…were not complete. So with that hundred-year type intensity event…it seemed like a small amount if you had a home gauge, but the system wasn’t absorbing it. We put a stop-work order to make sure the system is 100% complete to operate as intended,” Davis said.
Council members asked for clarity about prior approvals and tree removal. Davis said the development was a planned phase of an existing subdivision, that the developer worked with planning and engineering staff, that weekly surveys were required to ensure no unauthorized tree removal occurred, and that a large portion of upper land had been donated to a land trust to preserve it.
Outcome and next steps: The city halted final development roads and lot work until the stormwater controls are complete, will inspect the completed berms and detention features, and has required the developer to stop additional work until the system operates as designed.
