Commissioners add dozens of resolutions to Feb. 11 consent agenda, approve $240,235 Van Horn Park boardwalk grant to Rocky Hill

At the Jan. 28, 2025 work session the Somerset County Board of County Commissioners voted to place a package of resolutions on the consent agenda for the Feb. 11, 2025 meeting, including transportation, public-safety and capital project items.
Commissioners voted by roll call to add resolutions numbered 25-301 through 25-377 to the Feb. 11 consent agenda. The roll-call record announced at the meeting was: Commissioner Drake — Yes; Commissioner Singletary — Yes; Commissioner Tsui — Yes; Deputy Director Marano — Yes; Director Robinson — Yes.
Among the items discussed and slated for the consent agenda were several federal cooperative agreements for the Somerset County Sheriff’s Office (with the DEA, U.S. Marshals Service, and Homeland Security), participation in the Defense Logistics Agency 1033 excess-equipment program (with the caveat that any specific equipment requested would require a separate commissioners’ resolution), and multiple capital and professional-service contracts for bridges, road work and engineering studies.
The board also considered and approved for placement on the consent agenda Open Space Grant 25-05300, authorizing a Somerset County Open Space Trust award to the borough of Rocky Hill for development of an elevated boardwalk at Van Horn Park. The total award was listed as “not to exceed $240,235.” County staff explained the boardwalk will replace a deteriorated trail section and provide pedestrian access from downtown Rocky Hill into the county-owned, 107-acre Van Horn Park (leased to Montgomery and Rocky Hill for programming and maintenance). A motion to add the grant to the consent agenda passed on roll call with the same affirmative votes recorded above.
Other notable items previewed for Feb. 11 included:
- Authorization for receipt of bids for a new Washington Valley Park access road in Bridgewater (cost estimate stated at $1,200,000 and anticipated bidding in March with construction this summer).
- Awards and professional-service contracts for bridge replacement engineering, roadway lighting and jail fireproofing work with listed not-to-exceed amounts announced in the meeting.
- Contract awards to nonprofits funded by human-services and opioid-settlement dollars, including peer recovery pop-up services and homeless-interim program awards, subject to adoption of the county budget.
The board also voted to add a separate group of resolutions numbered 25-229 through 25-239 to the agenda for adoption; that motion passed by roll call with the same recorded votes.
No final contract executions or appropriations were completed at the Jan. 28 work session; the meeting functioned to place these items on the Feb. 11 consent agenda for formal action. Commissioners confirmed the consent package and supplemental agenda items would be considered at the regular meeting.
