Council authorizes consolidated public-health contract and adds quarterly reporting requirement for amendments

Snohomish County Council on Jan. 29 approved Ordinance 24-114, authorizing the county executive to sign a consolidated contract with the Washington State Department of Health and to execute the associated statement of work and future amendments. The council also approved an amendment requiring a quarterly report summarizing contract amendments on administrative matters. The ordinance and the amendment passed with unanimous support, 5-0.
Cynthia Foley, council staff, told the council the health department receives the majority of its grant funding through a consolidated contract with the Washington State Department of Health and that the statement of work will be issued and modified following contract execution. "The statement of work will be issued subsequent to the execution of the contract and modified on a regular basis," Foley said. She said the ordinance would authorize the county executive to sign the consolidated contract and to execute the statement of work and future amendments.
Council member Low sponsored an amendment to require that the county submit a quarterly report summarizing contract amendments on administrative matters to the council. The council voted in favor of the amendment by voice, and taken together the amended ordinance was approved in a roll call vote with all five members recorded in favor.
Council opened public testimony on the ordinance and received no in-person or remote speakers. Staff had previously briefed the council at the Government, Law & Justice Committee (GLS) on Jan. 8, according to the staff report referenced at the hearing.
The ordinance grants the county executive administrative flexibility to accept and implement state grant-funded public-health work through an executed consolidated contract and associated statements of work; the adopted amendment provides an additional reporting layer to the council on administrative contract changes.
After the vote the council adjourned the public hearing.
