Council permits warehouse use in planned community business zone for 16 parcels in Maltby UGA

The Snohomish County Council on March 19 approved ordinance 25-016 to allow warehouse uses as a permitted use in the Planned Community Business (PCB) zone for specified parcels in the Maltby multi-urban growth area; the motion passed 5-0.
Ryan Countryman summarized the staff report: the ordinance affects 16 parcels in the multi-UGA, allowing warehouse as a permitted use in the PCB zone subject to general commercial bulk regulations. Council Member Low sponsored the ordinance.
Public testimony came from David Toyer of Toyer Strategic Advisors, who said the change would help make split-zoned parcels with overhead power-line constraints developable without major comprehensive-plan changes. Toyer said his client, Pape Properties Inc., owns a split-zoned parcel where allowing warehouse as a permitted use would avoid lengthy map or plan amendments and better align Maltby with employment-focused development.
Council took no amendments after staff presentation and public testimony and moved to a roll-call vote that passed unanimously. The ordinance will change the county code to permit warehouse uses on the identified parcels, subject to existing commercial bulk standards and any applicable site-specific requirements in the development review process.
