Council approves consent agenda, administrative matters, transfers and a consultant agreement; sets two public hearings

Snohomish County Council took multiple routine actions on March 19, approving the consent agenda and administrative matters, setting two public hearings for ordinances and authorizing a consultant contract for land‑use plan review.

All votes recorded in the session were unanimous with four council members present. The council approved the consent agenda and motion 25‑161 (administrative matters) without discussion.

The council set a public hearing for Ordinance 25‑023 (relating to intergovernmental service agreement approval and a clarification to Snohomish County Charter requirements) for April 16, 2025, at 10:30 a.m. Heidi Visiso (council staff) briefed the council that the ordinance clarifies when intergovernmental service agreements may be approved by motion versus ordinance and that the county charter requires presentation by ordinance in some cases.

The council also set a public hearing for Ordinance 25‑024 (supplemental appropriations for the 2025–26 budget tied to an ARPA swap) and companion Motion 25‑164 (a general‑fund transfer) for April 9, 2025, at 10:30 a.m. Nicole Gourley (counsel staff) briefed the council that the ordinance makes supplemental appropriations in three funds to cover remaining contract costs originally budgeted under ARPA. The briefing listed the impacted funds and amounts: Fund 002 (general fund) $16,106,618; Health Department Fund 125 $291,468 (savvy septic program transfer); Facilities Fund 1311 $162,995. Motion 25‑164 would transfer $4,850,000 from nondepartmental general fund into the finance department program to manage those funds.

Finally, the council approved Motion 25‑132 to authorize the county executive to sign a consultant services agreement with David Evans and Associates for on‑call land‑use and plan review (drainage and traffic plan review). Ryan Himbry (council staff) said the fee is not to exceed $149,727. The motion passed unanimously.
