Committee forwards jail commissary contract to GLS; county to receive 36% commission

The Snohomish County Council Community Safety and Justice Committee on March 25 moved Motion 25-119 to the General Legislative Session for consideration, advancing a proposed contract under which Keefe Commissary Network LLC would provide commissary services to inmates at the county jail.
Nicole Gourley, council staff, summarized the contract terms: a six-year agreement from April 1, 2025, through March 31, 2031, with two optional five-year extensions. The contract’s total not-to-exceed amount is $3,000,000 (about $500,000 per year), and the county would receive a 36% commission on sales made through the SecurePack inmate package program. Gourley said funding for the contract was included in the county’s adopted budget but that revenue from commissions is indeterminate because it depends on inmate orders.
Gourley described services as including “a turnkey commissary ordering system with 24/7 live technical support” and a specified list of goods and delivery guidance in contract attachments. The staff request was limited to moving the motion to the next legislative session for consideration; the committee did not take a final procurement vote.
Without objection, the committee moved the item to tomorrow’s General Legislative Session for placement on the consent agenda.
