Snohomish County Council unanimously approves budget code change and health data-sharing agreement

The Snohomish County Council on April 2 unanimously approved two ordinances: one amending county budget procedures to support a switch to biennial budgeting, and another authorizing a data-sharing agreement with the Washington State Department of Health for ResNet datasets.
Council staff described the first ordinance as a set of code amendments to update references from annual to biennial budgeting. Jim Martin, council staff, said the changes were identified by a biennial budget work group subcommittee that “reviewed areas of code where references were made to annual budget requirements,” and that the ordinance is “a batch of code changes determined to be necessary by the subcommittee.” The council moved, seconded and approved the ordinance by roll call vote; Vice Chair Dunne, Council Member Mead, Council Member Lowe and Chair Neri each voted yes and the ordinance passed 4-0. There was no public testimony on the item.
The second ordinance authorizes the county executive to sign a data-sharing agreement with the Washington State Department of Health for access to ResNet data and to approve future amendments to that agreement. Cynthia Foley, council staff, said the ordinance had been reviewed previously by the Health and Community Services Committee on Feb. 25. Foley described the Respiratory Virus Hospitalization Surveillance Network (ResNet) as a combined system of three platforms that perform population-based surveillance of laboratory-confirmed hospitalizations for COVID-19, influenza and respiratory syncytial virus among children and adults. The council moved, seconded and approved the ordinance by roll call vote; Dunne, Mead, Lowe and Neri voted yes and the ordinance passed 4-0. There was no public testimony on the item.
Both items were handled without extended discussion. After the roll call on the second ordinance, Chair Neri closed the meeting and adjourned the public hearing.
