Committee places Paine Field on-call contracts on consent agenda, including AFFF investigation assignment

The Snohomish County Planning and Community Development Committee on April 1 placed six Paine Field professional services motions on the April 9 General Legislative Session consent agenda. Staff described on-call task assignments for environmental remediation, surveying, sanitary sewer engineering, GIS support, airport planning, and airfield engineering.
Ryan Henry summarized the items and the recommended consultants. Motion 25-123 would issue a task assignment to GeoEngineers Inc. to perform sampling at a former fire-training pit (Hangar 3) related to an ongoing aqueous film‑forming foam (AFFF) remedial investigation that began in 2018. Henry said the task assignment under the county on‑call environmental consulting contract would not exceed $299,255.10 and requested placement on GLS.
Other airport on‑call contract selections and proposed maximum expenditures that the committee moved to the consent agenda included:
- Motion 25-141: David Evans and Associates — survey and mapping on-call services; total not to exceed $300,000; contract administered over four years with the option to extend; funds from the airport fund and grants when available.
- Motion 25-142: RH2 Engineering — sanitary sewer engineering on-call services; total not to exceed $1,000,000; four-year administration with option to extend; funding from airport fund and grants when available.
- Motion 25-143: Aurora Engineers LLC — GIS support for Paine Field geodatabase, functionality development, and staff training; total not to exceed $600,000; four-year term with option to extend.
- Motion 25-158: C&S Engineers — airport planning and business services on‑call; total not to exceed $1,000,000; four-year term with option to extend. Staff noted an earlier fiscal-note error in the staff report for this contract and said a corrected fiscal note had been provided to clerks.
- Motion 25-162: RS&H, Inc. — airfield engineering, environmental, design, and construction contract administration on-call services; total not to exceed $3,000,000; administered over four years with an option to extend.
For each motion staff noted that required funds would come from the Paine Field airport fund and be supplemented with grant funding when available. Committee members raised no substantive questions; the chair announced the items would be moved to the GLS agenda on April 9 under the consent calendar.
The items were not formally approved at committee; placement on the GLS consent agenda means final contract awards and expenditures will be considered at the full council session.
