Council approves jail advertising contract, adjusts vehicle-camera contract and reallocates CDBG funds for mobile-home legal services

The Snohomish County Council took several administrative and contracting votes at its April 9 legislative session.
Motion 25-133: The council approved an amended professional services agreement with Jail Advertising Network (identified in the staff report as "Veil Advertising Network" / "Jail Advertising Network") to allow advertising within the Snohomish County Jail. County counsel staff said the contractor will provide at least one 20-by-30 bail bond sign board and sell and maintain at least three ads during the term. Financial terms reported to the council said the county will receive 60% of gross revenue from the sale of advertising space; the contract term is January 1, 2025, through December 31, 2027, with options to extend for two additional two-year terms. The council also approved swapping in a corrected contract to fix inconsistent start dates. The motion passed unanimously.
Motion 25-175: The council approved Amendment 1 to the master services agreement with Flock Group, the vendor for license-plate-reading cameras, reducing the contract amount by $6,044.50. Staff said the initial setup cost was less than anticipated; the amended maximum contract amount is $81,106.20. The motion passed unanimously.
Motion 25-173: The council amended the 2024 Annual Action Plan to reallocate $87,305 in Community Development Block Grant (CDBG) funds to expand Snohomish County Legal Services. Staff advised the funds would extend legal advice and representation to low- and moderate-income manufactured/mobile-home park residents and that the program plans to serve 150 additional households. The motion passed with a 4–0 recorded vote (the transcript notes Council Member Peterson had dropped from the meeting at the time of the vote).
Other routine business recorded during the meeting included unanimous approval of the consent agenda and administrative matters motion 25-186.
No amendments to the motions were recorded beyond the contract-correction swap for the jail advertising agreement and the contract-amount reduction for the Flock Group amendment. The CDBG reallocation included no condition that was recorded on the meeting transcript.
