The council also approved Motion 25-164, transferring $4,850,000 within the general fund to the Department of Finance ORR program. Both measures passed by unanimous 5-0 votes.
The actions complete an "ARPA swap" the council staff said has been under discussion since 2023. Nicole Gourley, council staff, told the council the ordinance moves expenditure authority into general fund accounts because "the previously allocated ARPA dollars have gone to other eligible expenses." Gourley provided a line-item breakdown: fund 002 — $16,106,618; fund 125 — $291,468; and fund 311 — $162,995, for a total of $16,561,081. The separate motion moves $4,850,000 from nondepartmental general fund into the Department of Finance ORR program.
During council discussion, a council member asked how the health department funds included in the ordinance would be used. Gourley said, "I believe that is the savvy septic. They are transferring the remaining funding over there so that it is just managed by them, and Kara doesn't have to manage it anymore." The council opened and closed public testimony for both items with no speakers in person or online.
Votes were recorded by roll call. Vice Chair Done, Council Member Mead, Council Member Low, Council Member Peterson and Chair Nehring each voted in favor of the ordinance and the motion. The clerk recorded the ordinance and motion as passing unanimously.
