Council approves five ordinances including precinct boundary changes, EMS interlocal and Chinook salmon planning — all pass 5-0

The Snohomish County Council on April 16 adopted four ordinances by unanimous roll call votes after brief staff reports and without extended public testimony.

Ordinance 25-026: precinct boundary changes Snohomish County adopted ordinance 25-026, implementing voting precinct boundary changes proposed by the Snohomish County Auditor. County staff said the changes reduce voter counts in 32 precincts, add annexations in two precincts, and create 11 new precincts, bringing the total to 869 precincts. The council moved, seconded and approved the ordinance by a 5-0 roll call.

Ordinance 25-023: intergovernmental agreement authorization by motion Ordinance 25-023 amends county code (section cited in the staff report) to allow the council to adopt intergovernmental agreements by motion when the project or activity is already part of county operations and the motion does not create a new project. Council staff said the ordinance was reviewed by the executive's office. The measure passed on a 5-0 roll call.

Ordinance 25-025: Paine Field Fire Department — EMS interlocal Ordinance 25-025 approves and authorizes execution of an interlocal agreement between Paine Field Fire Department and the Snohomish County Emergency Medical Services Agency to support delivery of EMS services. Council staff described the EMS agency as a collaborative entity formed under the Interlocal Corporation Act to coordinate cities, fire agencies and private ambulance providers; Paine Field Fire Chief Josh Cole was present. Councilmembers asked whether leasing agreements were included in calculations; staff replied they were not. The ordinance passed 5-0.

Ordinance 25-020: Chinook salmon conservation planning (WRIA 8) Ordinance 25-020 authorizes the county executive to sign a new interlocal agreement among 29 jurisdictions to continue Chinook salmon conservation planning, funding and implementation for watershed basins within Water Resource Inventory Area 8. County staff said the agreement was first introduced at a March 26 Committee of the Whole and that the form of the interlocal was attached as an exhibit to the ordinance. The council approved the ordinance by roll call, 5-0.

All four measures were moved and seconded on the council floor and carried unanimously. Where questions were raised they were addressed by council staff; no additional amendments were offered on the floor and no substantive public testimony for these items was recorded in the hearing.
