Council accepts 2025 audit plan from county performance auditor; selection of audits will require separate action

The Snohomish County Council on April 23 accepted the 2025 audit plan prepared by the Office of the County Performance Auditor and the county's contracted consulting firm.
Heidi Bizzizzo, representing the auditor’s office, outlined that the annual audit plan provides scoping documents for possible audits and that adoption of the plan does not itself direct initiation of a specific audit. George Skiles, the contractor partner who presented the plan, described the audit planning process, including a countywide risk assessment (last conducted in 2021) and prioritized potential audit topics for 2025. Skiles said prioritized topics included Department of Human Services, countywide contracting, the Snohomish County Health Department and conducting a new countywide risk assessment.
Council members asked clarifying process questions. Staff and the contracted auditor emphasized that if the council wishes to proceed with any specific audit listed in the plan, the council would direct staff to prepare a notice to proceed; that would return to the council as a separate motion for consideration.
Council adopted Motion 25-184 accepting the 2025 audit plan by unanimous voice vote of the five members present.
Ending: Acceptance places the audit plan on the record; council action is needed to authorize the start of any individual audit listed in the plan.
