Snohomish County’s Public Infrastructure and Conservation Committee on May 6 moved a package of staff-reported motions and agreements to either consent or Governmental, Legislative and Public Services (GLS) consideration, advancing several items for final council action at upcoming meetings.
A construction-related item was expedited: staff asked the committee to move change order number 11 for agreement CA04-2024 with Marsh Bank Construction Inc. to GLS for May 7 consideration; the change order adds $405,408.30 for repairs after the project encountered a failing storm sewer pipe and utility structures in the roadway subgrade, bringing the amended contract total to $11,376,410.51, the staff report said.
Deb Evison Bell, council staff, presented multiple motions and requested they be moved to the appropriate calendar. Items moved to consent or GLS included: the proposed agreement with Community Transit for operation and maintenance of the Cathcart Park and Ride (motion 25-198) moved to consent for May 14; a proposed interlocal agreement with the City of Stanwood for traffic-control-device and streetlight maintenance (motion 25-221) moved to consent for May 14; amendment 2 to the Kayenta upgrade professional-services agreement (motion 25-193) moved to consent for May 14; a proposed professional services amendment with Axon Enterprises, Inc., to add support licenses and training for sheriff’s office staff at a cost of $350,410.80 plus tax (motion 25-214) moved to consent for May 14; proposed surplus and conveyance of county property to the Washington State Department of Transportation for $52,100 (motion 25-197) moved to consent for May 14; an elevator maintenance and inspection professional services agreement with Elevator Support Company for routine maintenance of 39 elevators across 11 county buildings (motion 25-208) was expedited to GLS for May 7; and the donation/transfer of a Freightliner MT55 step van from the Department of Emergency Management to North County Fire EMS (motion 25-222) was moved to consent for May 14.
Committee members asked limited follow-up questions. On the Marsh Bank change order, staff said the extra work was necessary to replace failing infrastructure not included in the original scope to avoid future roadway failure and ongoing maintenance costs. On federal grants, a council member asked whether solid waste used federal funding; staff replied no federal grants were currently in use for solid waste.
The committee moved the listed items to GLS or consent "unless there's objection," and with no objections the items were advanced as requested. Final approval, contract execution or conveyance will occur at the council meeting dates indicated by staff or once the council takes final action.
