Council approves three conflict counsel contracts totaling $2.1 million to cover indigent-defense conflicts

The Snohomish County Council on Wednesday approved three motions to contract with outside attorneys to provide indigent-defense services when the county’s primary contractor has a conflict.
Nicole Gourley, counsel staff, told the council the three contracts are substantially similar to 38 others the county approved since December. She identified the contracts as motion 25-199 with Glenn Rice, motion 25-200 with Jared Isaacson of Bulldog Law, and motion 25-202 with Robert O'Neil. Each contract is effective April 11, 2025, through Dec. 31, 2026, with an option to extend for two additional one-year terms. Gourley said the not-to-exceed amount for each contract is $700,000 for a combined not-to-exceed total of $2,100,000 across the three contracts.
Council members moved and seconded the motions and each was approved on a 5-0 voice vote. The motions authorize the county executive to execute the contracts and any subsequent amendments as needed.
The public session did not record additional conditions or a detailed budget breakdown for how the contracts will be expended; Gourley said the contracts are part of the council packet and similar to previously approved conflict contracts.
