Ryan Hembry, council staff, told the council the project was formally bid under contract PW25-0382SB and that bids were opened on Feb. 13, 2025, with two bids received. He said the responsive low bidder was Lakeside Industries Inc., with a low bid of $1,813,852.50 plus tax, which he described as about 30% above the engineer’s estimate. Hembry said, per Snohomish County code 304165, bids more than 10% above the engineer’s estimate require written justification and council approval; the Airport prepared a memo providing that justification and it is part of the record available online.
Council members moved and seconded the motion to approve the bid award recommendation; the motion passed on a 5-0 voice vote.
Council did not record additional amendments or conditions on the award in the public session. The county staff presentation noted cost increases for the project as the rationale for the higher bid; no further budgetary breakdown was provided in the session transcript.
