Snohomish County Council votes to dissolve Loxley Pilchuck Flood Control District

The Snohomish County Council on April 30 adopted ordinance 25-019 to dissolve the Loxley Pilchuck Flood Control District, finding the district has been inactive and meets the statutory criteria for dissolution under chapter 36.96 RCW.

Deb Evanston Bell, council staff, told the council the district was created in 2016 and that "no elections have been held in the preceding years nor has the district carried out any of the purposes or functions for which it was formed." She said the proposed ordinance would adopt the recitals as findings of fact and conclusions to dissolve the district.

The ordinance was placed for public testimony; no one spoke during the public-comment period. A motion to approve the ordinance was made and seconded, and the council held a roll-call vote. Vice Chair Dunn, Council member Mead, Council member Low, Council member Peterson and Chair Nearing all voted yes; the ordinance passed 5-0.

The council’s record indicates staff requested public testimony prior to the vote and that the ordinance’s findings were intended to reflect the district’s inactivity under the cited state chapter. No amendments or conditions were offered during the council discussion.

With the vote, the county formally moved to dissolve the flood district; the staff report and the council vote complete the local legal process as described in the ordinance language presented to the council.
