Snohomish County staff told the Community Safety and Justice Committee on May 13 that the county was notified of two resignations from the Stillaguamish Flood Control District governing body in March and that the council is responsible for appointing qualified voters in the special district to fill those vacancies. Nicole Gourley presented the candidates and the statutory basis for council appointment.
Under RCW 85.38.0.07 subsection 5, the county council makes appointments to fill vacancies on the district governing body. The governing body forwarded two recommended candidates. Surface water management staff verified eligibility to serve, and council member Peterson sponsored motions to appoint Garrett Williams to Position 1 (Motion 25-223) and Jim Anderson to Position 2 (Motion 25-224). Gourley said appointees would serve until the next special district general election, at which voters will choose who completes the unexpired terms.
The committee had no substantive questions and moved both appointment motions to the GLS consent agenda for May 21 without objection. Final appointment and seating of the appointees will occur after council action at GLS and subsequent council approval if required.
