Committee moves youth data-sharing ordinance and four motions to council consent and GLS
Summary
The Snohomish County Health and Community Services Committee on Jan. 14 moved Ordinance 25-001 to GLS to set a public hearing and forwarded four motions to the Jan. 22 council consent agenda, including annual PASTA reports, two emergency-management interlocal agreements and a $170,000 budget transfer to the Community Action Partnership CSBG program.
The Snohomish County Health and Community Services Committee on Jan. 14 moved a county ordinance and four motions to the full council for further action.
Ordinance 25-001: The committee advanced Ordinance 25-001 to the Governmental, Legal and Policy Services (GLS) committee to set the time and date for a public hearing. The ordinance would authorize the county executive to execute a data-sharing agreement with the Washington State Department of Health for access to Healthy Youth Survey data from 2002 through 2027. The committee’s staff presentation said the survey collects health indicators from sixth- through 12th-graders to inform adolescent-health programs and policy. No objections to moving the ordinance to GLS were raised during the committee meeting. (Moved to GLS to set time and date for public hearing.)
Motions moved to Jan. 22 consent agenda: the committee agreed to move the following items to the council consent calendar for Jan. 22:
- Motion 24-517: Acknowledges receipt and approves the 2023–24 annual reports for seven schools or school districts that receive PASTA funds. The staff summary said the reports include amounts spent, summaries of program-year progress and outcomes, and any challenges experienced. (Moved to GLS on consent for council consideration.)
- Motion 25-002 and Motion 25-023: Approve emergency-management interlocal agreements with the Tulalip Tribes and the city of Mountlake Terrace, respectively. The motions authorize Snohomish County to provide planning, assistance and training; charges were described as calculated on a per-capita basis using OFM population data with inflation adjustments tied to the Consumer Price Index. (Moved to Jan. 22 consent agenda.)
- Motion 25-017: Approves a transfer of $170,000 on Jan. 24 from the Human Services pending grants budget to the Community Action Partnership Community Services Block Grant (CSBG) program budget. Staff said the transfer is to cover unanticipated CSBG expenditures during 2024, including client rent vouchers. (Moved to Jan. 22 consent agenda.)
No formal votes were taken by the committee on these items during the Jan. 14 meeting; each was moved forward by unanimous consent (no objections recorded in committee). Committee Chair Mead opened each item for questions; Cynthia (staff) presented the ordinance and motions. Committee members who spoke in favor included Committee Member Dunne, who thanked staff for the PASTA webpage and work on the reports.
