Snohomish County Council adopts ordinance updating rules for emergency and supportive housing, 5-0

Snohomish County Council on Wednesday approved Ordinance 24-044, which amends county code to support permanent supportive emergency housing, emergency shelters and affordable housing. The council passed the ordinance as amended on a 5-0 roll-call vote.
Ryan Countryman, council staff, said the ordinance responds to recent state legislation and would update several chapters of county code related to emergency housing and shelters. Countryman said the ordinance had been discussed in Planning and Community Development Committee on multiple dates last year and that two amendments were proposed: a housekeeping amendment for consistency with other recent code updates, and a second amendment co-sponsored by Council members Low and Nehring that would add code requirements for applicants to demonstrate consistency with conditional use permits, adequate sewer or on-site sewage disposal, and consistency with fire code and adequate water availability.
Council members voted to adopt both proposed amendment sheets. Amendment 1 — described by staff as a housekeeping change to preserve certain existing provisions and ensure consistency with Ordinance 24-065 — passed unanimously. Amendment 2, co-sponsored by Council members Low and Nehring and supported by Planning and Development Services staff, also passed 5-0. After the amendments were approved, the council held a roll-call vote on the underlying ordinance; Council members Mead, Low, Dunne (vice chair), Peterson and Chair Nehring recorded affirmative votes.
David Killingstad of Planning and Development Services confirmed PDS had no objections to Amendment 2 during the council briefing. No members of the public testified on Ordinance 24-044 during the hearing.
The ordinance passed as amended, 5-0. The council did not add additional direction to staff during final action; the meeting minutes indicate the ordinance will take effect according to the dates and procedures set out in county code and the ordinance language.
