Snohomish County committee moves several ordinances and motions to GLS or consent, including Bothell road-design amendment and security contract increase

The Snohomish County Public Infrastructure and Conservation Committee reviewed a series of ordinances and motions during its Jan. 21 meeting and moved several items to either General Legislative Session (GLS) or consent for further consideration.

Ordinance 2052: Staff said proposed Ordinance 2052 would adopt findings of fact and authorize the county executive to execute Amendment No. 2 to the interlocal agreement with the City of Bothell for design of road improvements on 220 Eighth Street SE (from 30 Fifth Avenue SE to 30 Ninth Avenue SE). The work described includes widening the roadway from three to four lanes, adding bike lanes, intersection improvements, curb, gutters, sidewalks, lighting and signal integration. Staff said the project is included in the adopted 2023–2025 TIP and that Amendment No. 2 would add design, right-of-way and acquisition services for purchasing necessary parcels. The committee moved Ordinance 2052 to GLS on Jan. 29 to set the date and time for a public hearing; staff suggested Feb. 19 at 10:30 a.m. for the hearing.

Motion 25-049: Staff presented a request to authorize the county executive to sign Amendment No. 13 to the professional services contract with Washington Alarm Inc. to add $300,000 for an amended total not to exceed $387,780, and to allow the executive to approve future amendments if budget appropriation is sufficient. The original contract was $57,780 plus $30,000 for equipment repair and replacement; staff said 12 amendments and one extension have been made over the contract life. The committee moved this motion to the Jan. 22 consent agenda to expedite consideration.

Motion 25-024: Staff said the motion would reconvey approximately 146 acres known as Sky Valley Sportsman Park back to the Washington State Department of Natural Resources (WSDNR) because a 2019 critical areas reconnaissance found a very large, high-quality wetland in the middle of the property rendering it unsuitable for the intended public-park and shooting-range use. The committee moved the motion to the Jan. 29 consent agenda.

Motion 25-025: Staff presented the 2025 county office space report prepared by the Department of Facilities and Fleet and requested the committee move it to GLS on Jan. 29 for consideration. The report, submitted in compliance with county code, would, upon council approval, govern county office-space use and implementation.

Motion 25-019: Staff requested approval of Amendment No. 4 to the investment and debt-management system master contract with Sympro Inc. to continue software maintenance and support, extending the contract to July 30, 2030, and increasing the amount by $113,108.29 under a stated sole-source award.

Motion 25-047: Staff presented Amendment No. 13 to the integrated financial management system contract to reflect a decrease in licenses and implementation fees tied to the removal of the budget presentation model. Staff said the amendment yields a $20,000 savings in the current year and an additional $5,000 in each of the next five years (totaling $50,000) and asked the committee to move it to GLS on Jan. 29.

Motion 25-051: Staff asked the committee to authorize leasing the Evergreen State Fair Park track facility to the Washington Quarter Midget Association under the terms in the advertised lease; staff said the association has operated the track for the previous three years and the winning proposal would run the track for the next five years. The committee moved this motion to GLS on Jan. 29 for consideration.

All the items reviewed at the meeting were moved by the committee either to GLS or to the consent agenda for the dates staff requested; no final adoptions were made during the Jan. 21 committee meeting.
