Snohomish County committee forwards health data-sharing ordinances, Mukilteo school vaccination sites, internship agreement and fund reallocation to GLS

The Snohomish County Health and Community Services Committee on Jan. 29 moved two ordinances and three motions to the county’s General Legislative Session (GLS) for either scheduling a public hearing or placement on the consent agenda.
Council staff described two ordinances that would authorize the county executive to execute data-sharing agreements with the Washington State Department of Health. Cynthia Foley, council staff, said the first, Ordinance 25-005, "authorizes the county executive to execute a data sharing agreement with the Washington state department of health for access to the comprehensive hospital abstract reporting system and vital record datasets" and said the data would be used for injury prevention, tracking trends and chronic diseases, and maternal and child health. The committee moved Ordinance 25-005 to administrative matters to set time and date for a public hearing on Feb. 5.
Foley described Ordinance 25-007 as authorizing the county executive to execute a data-sharing agreement with the Washington State Department of Health for Ryan White HIV/AIDS program datasets and any subsequent amendments, "to support and facilitate health interventions." The committee moved Ordinance 25-007 to administrative matters to set time and date for a public hearing on Feb. 5.
The committee also moved three motions to the GLS consent agenda on Feb. 5. Motion 25-057 would authorize the executive to sign a mobile vaccination-site license agreement with the Mukilteo School District using three school sites under consideration: Explorer Middle School, Mariner High School and Voyager Middle School. Cynthia Foley presented the motion and the committee placed it on the Feb. 5 consent agenda.
Motion 25-054 approves a reallocation of CDPG Coronavirus funds, reallocating $200,000 for human services grant administration and $722,048 for employment services. The committee moved that motion to the Feb. 5 consent agenda.
Motion 25-055 authorizes the executive to sign an internship affiliation agreement with the University of Washington Bothell School of Nursing and Health Services to formalize operational details for student placements; the committee moved that motion to the Feb. 5 consent agenda.
There was minimal discussion on all items and no public comment during the committee’s public comment period. Committee members asked no substantive questions during the presentations, and no objections were recorded when members moved the items to GLS for scheduling or consent. The committee recessed briefly to turn over to the General Legislative Session, where the items will be scheduled for Feb. 5.
Upcoming steps: the ordinances are scheduled to return to GLS for setting a public hearing date on Feb. 5; the three motions are set for the Feb. 5 consent agenda pending GLS action.
