Snohomish County Council approves emergency $150,000 elevator repair contract for county parking garages

Snohomish County Council on Feb. 11 approved motion 25-089, authorizing a professional services agreement with Elevator Support Company to immediately repair and perform full-load safety testing on three county parking garage elevators. The council voted unanimously to approve the short-term contract, which the staff said will cost $150,000 plus sales tax and expire on March 31, 2025.

Deb Evanison Bell, council staff, told the council that two of the three parking garage elevators were not functioning and that the county’s previous maintenance contract expired in December 2024. She said the county issued Request for Proposals 24-042, with Elevator Support Company the winning bidder, but that an immediate service agreement was needed while the new full contract is finalized. Bell said there is sufficient funding for the immediate services within the approved Facilities 2025–2026 budget.

The motion was moved and seconded during the administrative session; a council member said, “I will happily move motion 25-089,” and another council member seconded. Chair confirmed the motion passed unanimously. No individual roll-call votes were recorded in the transcript; the council noted five members were present.

Staff framed the request as an expedited, temporary measure to relieve strain on the single operational elevator and to allow full recalibration and safety testing of all three units prior to turnover to the forthcoming long-term maintenance contract. The staff report specified the immediate services include repair, recalibration and full-load safety tests.

The agreement’s stated term ends March 31, 2025, to allow execution of the new full contract that resulted from RFP 24-042. The staff presentation identified the prior maintenance contract’s expiration date as December 2024 and the immediate-service cost as $150,000 plus sales tax; those figures were presented by staff during the meeting.

No substantive public comment or executive session occurred on the item during the administrative session. After the vote, the council moved on to other business and recessed until the scheduled 11 a.m. committee meeting.
