Committee forwards three surplus-vehicle donations to council action; recipients named

With the chair's approval, council staff gave a single report covering three proposed motions to authorize surplus and donation of county vehicles to nonprofit organizations.

The staff report said the motions (25-105, 25-106 and 25-107) would allow transfer of: a 2007 Chevy Malibu to the Washington West African Center (motion 25-105); a 2017 Ford Fusion to the Holman Recovery Center (motion 25-106); and a 2017 Ford Fusion to North County Family Services (motion 25-107). Staff said the three vehicles originated with the health district, were not purchased with grant funds or contributed to ER&R, and that the Department of Health and Human Services reviewed and ranked applications from organizations requesting the vehicles. The motions would authorize the property-division manager in the Department of Facilities and Fleet to sign documents necessary to effectuate each transfer.

Staff told the committee that the authority to transfer surplus county vehicles to bona fide nonprofit organizations follows an ordinance the council approved in October 2023 that amended implementation under Snohomish County Code 4.46. Council members who spoke praised the program: one committee member said she had met with North County Family Services and conveyed the organization's appreciation, and another thanked staff for moving the program forward. The committee moved all three motions to action on Feb. 26 for council consideration; no final committee votes were recorded.
