Committee moves Edmonds Newstart Center change order, with amendment offered, to Feb. 26 council action

Deb Bell, council staff, told the Snohomish County Council Public Infrastructure and Conservation Committee on Feb. 18 that proposed motion 25-079 would approve change order CODash01 for bid PW-24-028SB for construction of the Edmonds Newstart Center with Lincoln Construction Inc. and would authorize the county executive to sign that change order and to approve future change orders provided sufficient appropriation authority and that future contract work did not exceed $667,641.
The proposal as described by Bell listed an original construction bid of $2,474,000, a proposed change order of $547,000 — which would raise the contract total to $3,021,000 — and a separate $667,641 authorization for additional future change orders. Bell said the $667,641 figure represents 20% of the original contract plus change order number 1. She also said contracts and amendments that aggregate to more than $150,000 are to come to council for approval under the county’s 2024 capital plan process.
Committee Chair Low and members discussed an amendment offered by Council member Lowe that would approve the current change order of $547,000 but would not grant the executive the future $667,641 change-order authority. Council member Dunn asked whether approving the motion as written would amend the county’s business or spending plan; Bell replied that approving the motion as currently written would have that effect. Dunn also asked whether the $667,641 for future change orders had any specified uses; Bell said it did not.
Bell asked the committee whether to (a) direct clerks to correct the motion at committee and then move the corrected motion to Governmental and Legislative Services (GLS) on Feb. 26, 2025, or (b) move the motion and the Lowe amendment together to GLS. The committee voted to move the item to action on Feb. 26 for full-council consideration; no final contract approval was taken in committee.
The committee did not take a final vote on the change order in this meeting; the item will return to the full council for consideration Feb. 26.
