Snohomish County Council approves $3.78 million Oracle cloud agreement for countywide ERP

Snohomish County Council on Feb. 25 approved Motion 25-115 authorizing the county executive to execute a cloud services agreement with Oracle America Incorporated for an enterprise resource planning (ERP) software solution. The agreement as presented carries a five-year fixed-price term of $3,784,640 and an option for a second five-year term with a 10% uplift.
Deb Bell, council staff, told the council the ERP is a countywide accounting modernization effort and "This is a very large and complex investment in modernizing the accounting structures for the county, and the project is proposed to be managed in 2 phases." She said the proposed agreement covers software and licensing and would allow Information Technology to proceed with implementation after appropriation authority is confirmed.
The county issued RFP 204-425-BC to solicit proposals for an ERP solution; Snohomish County’s evaluation committee selected Oracle as the highest-ranking proposer. Bell said the agreement offers a competitive investment model with fixed annual pricing for the stated five-year term and that the contract must be executed no later than Feb. 26, 2025, to lock in reduced pricing negotiated under the proposal.
Council members moved and seconded the motion; after a call for discussion, the motion passed unanimously. At roll call there were five members present; the tally was 5-0 in favor.
The staff presentation noted the agreement’s execution is contingent on there being sufficient appropriation authority under Snohomish County Code 3.04.140, paragraph 11. Joanie Fadden and Lisa Hillman from the county IT department were present for questions and implementation planning.
The council adjourned to an executive session later in the morning on potential litigation and personnel matters under RCW 42.30.110; no public action was taken in the executive session portion of the meeting.
Implementation and next steps outlined in the staff report included proceeding with software licensing and initial implementation tasks as part of phase 1, contingent on appropriation. Specific implementation timelines, internal department budgets and the detailed roll‑out schedule were not specified during the administrative session.
