The Snohomish County Council on Feb. 26 approved Ordinance 25‑008, authorizing the county executive to sign an interlocal agreement with the city of Mukilteo covering a phase‑1 annexation area.
Ryan Inbre, council staff, said a staff report on the annexation was delivered Jan. 28, 2025, and that notice of the hearing was published once a week for four weeks in accordance with RCW 35.14.296. Planning and Development Services (PDS) staff member Frank Slusser was present and available to answer questions from the council.
Public testimony was opened; no speakers were present in the council chamber and no hands were raised online. A council member moved to approve the ordinance, the motion was seconded, and a roll‑call vote recorded Chair Nearing, Vice Chair Done, Council Member Mead, Council Member Low and Council Member Peterson all voting yes. The ordinance passed 5‑0.
The staff presentation and the published notice under RCW 35.14.296 were the only procedural details provided at the hearing; no changes to the interlocal agreement text, implementation timeline or fiscal impacts were described in the meeting record. PDS staff were available for follow‑up questions after the vote.
