Public works flags intense boat-launch demand, commercial guide pressure and solid-waste staffing shortfalls

Skamania County public-works staff reported to the Board of Commissioners on May 13 that boat-launch use has surged and that commercial guide services are creating parking, safety and congestion problems at several launch sites.
Engineering and road staff said they will schedule a workshop for the board to review the county’s boat-launch permit process and consider controls on commercial guide use. Staff reported there are dozens of guide services with permits to operate launches in the county, and they want to examine whether permit limits or other management tools are necessary to prevent blocked roads and safety hazards at high-use sites.
Public works also discussed related fieldwork: county crews moved slide debris, performed culvert repairs and are pursuing bridge replacement grant funding. Staff reported electrical outages at Home Valley Park that require Corps of Engineers permission before trenching and a multi-week roofing project at the jail that created temporary disruptions during repair.
On solid waste, staff reported a staffing shortage of CDL-qualified drivers at the transfer station. That shortfall forced at least one recent closure of a local disposal site. The county said it has not yet received applicants with the required CDL and is exploring options, including overtime from road crews, recruiting through a staffing service and other contingency steps to maintain service continuity.
No new policy or fee changes were adopted at the meeting. Staff said they will return with a workshop date and data on launch counts, guide permits, and proposed permit-management options for the board to consider.
