Skamania County staff: emergency burn ban for East Side likely June 1 as fire metrics worsen

Skamania County officials told the Board of Commissioners on May 13 that they expect to seek an emergency burn ban for the county’s East Side beginning June 1 if prevailing weather trends continue.
County staff said available fire-metrics and recent brush-fire responses show wind and drying conditions moving the county toward a higher fire risk. Commissioners and staff discussed enforcement limits, public education and coordination with fire districts and the Department of Natural Resources (DNR).
The discussion focused on three practical problems: (1) metrics-driven policy versus ad hoc decisions based on individual incidents; (2) limited enforcement capacity to cite permit violations; and (3) persistent human behavior — people lighting permitted burns when local wind or other permit conditions prohibit it. Staff and fire officials described several recent brush-fire responses where conditions exceeded the written limits on burn permits (for example, wind thresholds described in the county permit). Participants said those incidents were handled quickly by local volunteer departments but underscored that fast response does not eliminate the underlying exposure.
County staff and fire officials emphasized that the existing metric framework — which ties fireworks restrictions and burn-day guidance to measured weather thresholds — was designed to reduce subjective, emotional decision-making. Commissioners and staff agreed that education and clearer public messaging are needed, and discussed adding a local resource (for example, an easily accessible web page or hotline) so residents can check whether burning is allowed in their area on a given day.
No formal countywide emergency burn ban ordinance was adopted at the May 13 meeting. Instead, county staff advised the board that, unless substantial rain or a major weather change occurs, they intend to bring a proposal for an East Side emergency burn ban to the board with an effective date of June 1. Staff also said they will continue to coordinate with fire districts, the sheriff’s office and DNR on enforcement options, possible citation authority for fire officials, and synchronized messaging across jurisdictions.
The board directed staff to continue coordination and to provide the commissioners with the documentation and recommended language for any proposed emergency order in advance of formal consideration.
