School board approves consent agenda, adopts clerk appreciation resolution and accepts donations amid tight budget update

At its February meeting, the Gloucester County School Board approved several routine items and adopted a resolution recognizing School Board Clerk Appreciation Week while receiving a cautionary budget update from finance staff.
The board voted to accept changes to the meeting agenda (motion accepted) and later approved the consent agenda in a roll-call vote. During the consent vote the record shows the board members voting in favor included Mister Drew, Miss Parker, Mister Anderson, Miss Solomon, Miss Scruggs and Chair Arsenovic.
The board unanimously adopted a resolution recognizing the third week of February as School Board Clerk Appreciation Week in Virginia and thanked the clerk for steady management of board records and public inquiries. The motion was moved and adopted during the superintendent’s remarks and received verbal assent from members.
Finance director provided December and January financial updates showing the operating budget of about $77.8 million with revenues and expenditures tracking near typical year-to-date levels. The district’s revenue projection for fiscal 2024–25 is now trending at about $75.0 million; projected spending is roughly $75.4 million, leaving a small projected surplus (about $229,000 in one projection). Because the margin tightened in January, the superintendent and finance staff announced a spending freeze and a hiring freeze and asked departments to limit nonessential spending while staff prepare more detailed projections.
The board accepted donations totaling $1,550 in monetary gifts for Gloucester High School and 69 copies of Chronicles of Narnia donated to Achilles Elementary. The motion to accept those donations passed by roll call with unanimous support.
Board chair also read and accepted the resignation of board member Deborah McDonough and announced the board will discuss procedures to fill the vacancy at a scheduled budget work session on Feb. 20.
