The Denison Planning Commission on Jan. 14 recommended approval of a conditional use permit for an automotive repair shop at 917 South Armstrong Avenue, a commercial property adjacent to residential lots.
Planning staff noted the site was previously used for automotive repair but the prior conditional use permit lapsed with change in ownership; the new owner must secure a CUP. Staff recommended approval with conditions because the site is largely paved and cannot meet full landscape requirements: the new owner must provide planters or similar landscaping at the main structure, remove an existing carport, and prohibit open storage of parts or inoperable vehicles unless screened.
Staff also described proposed hours from the applicant of 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to 3 p.m. Saturday. Staff suggested prohibiting weekend hours because the site borders residences; commissioners debated middle-ground hours. The applicant's representative from Mariposa Realty said Saturday hours were important for automotive businesses and offered to limit noise by scheduling later starts and using battery-operated tools rather than large compressors. The applicant also said the building is insulated and positioned toward the street rather than adjacent houses.
Commissioners discussed the commercial nature of the corridor and the importance of allowing viable business hours. A written opposition from Ronald Moore (721 West Hull) expressing concerns about aesthetics and property values was also entered into the record.
The commission voted to recommend approval with the staff conditions and to accept the applicant's proposed business operating hours. Conditions include installing planters to satisfy landscaping intent, removing the carport, and prohibiting open storage unless screened. The CUP will proceed to Denison City Council for final action.
