City staff outline schedule for Denison's five‑year CDBG consolidated plan

City staff provided an update on the five‑year Community Development Block Grant (CDBG) consolidated plan and the public outreach schedule the city will use to shape spending proposals for HUD funding.
"Every 5 years, HUD does require us to put this plan together to help guide the city on how we're gonna allocate funding that we get from HUD for the Community Development Block Grant," said Mister Lay, a city staff member responsible for the update. He told council the CDBG program is intended to benefit low‑ and moderate‑income residents.
Lay said a consultant, Karen Dash, has been contracted to facilitate plan development. A citizen survey is live through March and had received 273 responses at the time of the presentation. Staff plan focus groups with church leaders, nonprofit representatives, the CDBG steering committee, business and school district leaders and other stakeholders in late March and April. Lay said staff and the consultant will prepare a draft plan by May and June and present the draft to council in July, opening a public comment period. If council approves, he said staff would submit the plan to HUD in August and Year 1 of the plan would begin in August 2025.
No council motion was required for the update; staff asked councilmembers to send recommendations for focus‑group participants to staff so outreach can begin.
