Council approves conditional use permit for office-warehouse at 4000 Texoma Parkway

The Denison City Council on Tuesday approved a conditional use permit to allow an office-warehouse at 4000 Texoma Parkway, a commercial property the applicant intends to use to store racing-simulation parts and other gaming items for online sales.
City planning staff presented the request and told council the property is zoned commercial and that “per section 28.49 … the use of office warehouse does require the approval of a conditional use permit.” Diane York, the staff presenter, said the applicant reported no on-site production and no walk-in customers; staff said the site plan approved in February 2024 shows landscaping, adequate parking and internal circulation.
The Planning and Zoning Commission recommended approval at its Jan. 14 meeting. Councilman Massey moved approval; Councilman Thomas seconded. The motion carried on a voice vote; the council did not record individual yea/nay counts in the meeting transcript.
Staff said early operations are expected to include weekly deliveries by box truck and hand delivery to mailing sites by staff, and that the future land-use plan designates the area for mixed commercial development. No changes to hours of operation or staffing were required as a condition; the applicant proposed 9 a.m. to 3 p.m., Monday through Friday, and two employees.
The council opened and closed a public hearing on the item with no members of the public speaking for or against before the motion to approve was made. No additional conditions beyond standard compliance were described in the meeting record.
